Soluble nickel compounds added to California Prop 65

26 October, 2018, the Office of Environmental Health Hazard Assessment (OEHHA) released a notice to add Nickel (soluble compounds) to the list of Prop 65, with immediate effect.

 

11 October 2018, the Developmental and Reproductive Toxicant Identification Committee (DARTIC) determined that soluble nickel compounds can cause reproductive toxicity based on the developmental and male reproductive endpoints.

 

Soluble nickel compounds are listed in Prop 65 as follows:

 

Remark: The compounds of soluble nickel include nickel sulfate, nickel chloride, nickel nitrate, etc.

 

* Listing mechanism:  SQE – “State’s Qualified Expert” mechanism (Health and Safety Code section 25249.8(b) and Title 27, Cal. Code of Regs., section 25305(b)(1)).

 

Uses and hazards of nickel and its compounds

Nickel and nickel compounds are mainly used in the manufacture of stainless steel, other nickel alloys, pigments and ceramics. Human exposure to nickel or its compounds may produce various pathological effects, including allergic reactions and contact dermatitis (swelling, redness and eczema). In the international cancer research agency (IARC) monograph, nickel and its compounds are recognized as human carcinogens.

 

Soluble nickel compounds are mainly exposed to nickel electrolytic refining and electroplating, which can enter the human body through the respiratory tract and mainly damage the respiratory system and skin. Scientific research has proved that soluble nickel compounds also cause certain toxicity to male reproduction and development.

 

California Proposal 65

California Proposal 65, the Enforcement of Drinking Water Safety and Toxic Substances Act 1986, was enacted in November 1986 to protect California residents and their drinking water sources so that they do not contain substances known to cause cancer, birth defects or other reproductive and developmental hazards, and when such substances occur in products. Notify residents truthfully, therefore, theoretically, all products containing harmful substances are under their control, including but not limited to the following products: electronic and electrical products, textile products, toys, food contact materials, jewelry products, home decoration products, etc.
